Biography

Arno Behrens is a Senior Environmental Economist in the Environment, Natural Resources and Blue Economy (ENB) Global Practice of the World Bank’s Europe and Central Asia (ECA) Region. He is co-author of the World Bank report “Squaring the Circle: Policies from Europe’s Circular Economy Transition”, as well as of a series of national circular economy reports across the ECA region. For over 20 years he has been working primarily on circular economy, green growth, climate change, and energy transition. Before joining the World Bank, Arno worked for UNDP, OSCE, UNIDO, the German Federal Foreign Office, and the European Commission. For over 10 years he worked as Head of Energy and Sustainable Resources at the Centre for European Policy Studies (CEPS) in Brussels, Belgium. He is also visiting professor at LUISS University in Rome, Italy, teaching environmental and energy policy. Arno holds a PhD and an MA in environmental economics.
